KNOWLEDGE STANDARD FOR FUNCTION
POPULATION PROTECTION TECHNICIAN IN THE SDH MUNICIPALITY UNIT

1. General requirements for the performance of work The technician of the protection of the population of the SDH municipality is acquainted with the content and purpose of processing basic planning documents (external emergency plan, emergency plan of the region, flood plan of the municipality, flood plan of the region) and tasks of municipal authorities in the field of protection of the population in solving emergencies.
The technician of the protection of the population of the SDH unit of the municipality must know:

a) basic concepts from the law on integrated rescue system

b) general tasks of fire brigade units in the field of civil protection and protection of the population

c) procedures of fire brigades in the performance of tasks in the field of civil protection and protection of the population.

The function of a technician for the protection of the population of the SDH municipality unit may also be performed by the commander of the cooperative for the protection of the population, or the commander of the unit.

"general warning" warning signal, "fire alarm" signal and test tone for acoustic test of electric and electronic sirens 3), types of warning terminal elements, remotely and locally controlled warning elements, coverage by a warning signal in their municipality, method of warning the population in their municipality, method of direct entry into the final elements of the warning, responsibility for carrying out warnings of the population, alternative methods of warning the population, activity of the population after the announcement of the warning system.
IS ABLE:
control the final element of the warning, carry out warnings of the population in an alternative way.

Activities of units in the protection of the population Evacuation of the population
IT IS LISTED:
with methodological sheets of the Combat Rules of Fire Protection Units No. 5 / Ob, No. 6 / Ob and No. 7 / Ob, with the specifics of the village in terms of evacuation of people, such as people with disabilities, seniors, social facilities, schools, camps.
KNOWS:
types of evacuation, authorization of persons and conditions for ordering evacuation, basic procedures for organizing evacuation, knows places for gathering of evacuees in the village, contents of evacuation luggage, principles of leaving the building when ordering evacuation, principles for choosing a suitable place for gathering in the village before evacuation.
CAN:
to pack evacuation baggage, to mark the property from which the evacuation was carried out, to register and mark persons in the evacuation center, to direct transport on the evacuation route.
IS ABLE:
to identify a place for the concentration of evacuees in the municipality, to organize activities in the place of concentration of evacuees, to provide assistance in the reunification of families, to provide information to the relevant crisis staff.

IT IS LISTED:

KNOWS:
scope of activities in the field of emergency survival in the village - emergency accommodation and meals (material equipment of the place of emergency survival, the possibility of providing replacement clothing and other equipment to accommodated persons), - emergency food supply (selected stores in the area), - emergency drinking water supply (drinking benefits water per person per day, possible sources of drinking water), - emergency basic services to the population (local knowledge - glaziers, locksmiths, roofers, etc.), informing the population, supply of necessary daily necessities, medical services, postal, financial, social, transport and other service services, funeral services, veterinary services, - possibilities of emergency supply of electricity (power plants), - humanitarian aid (activities in cooperation with humanitarian organizations in the municipality), material resources (basic items for the affected population), funds most often used for purchases basic subjects, spiritual and counseling assistance), responsibility for security n survival, principles for identifying a suitable site for the establishment of an evacuation center (emergency survival site), principles for organizing activities in the evacuation center (emergency survival site), principles for building a material humanitarian aid base, principles for providing and receiving humanitarian aid and the role of humanitarian organizations in its provision.
IS ABLE:
to provide and organize the operation of an independent evacuation center (emergency survival sites), to organize the construction of a material base of humanitarian aid (construction of tents) for the emergency survival of the population, to organize the reception and distribution of humanitarian aid.

KNOWS:
the scope of activities in the provision of post-traumatic care and psychosocial assistance, the range of providers and recipients of post-traumatic care and psychosocial assistance, the steps of first psychological assistance.
CAN:
fill in the monitoring questionnaire.
IS ABLE:
to provide conditions for the provision of post-traumatic care and psychosocial assistance, to carry out preventive educational activities.

Activity of units in selected emergencies Hazardous substances, protection of the individual in case of NL leakage and decontamination
IT IS LISTED:
with the most common dangerous substances in the village and their effects, with the possibility of collective protection (permanent and improvised shelters), with the aim of decontamination.
KNOWS:
possible sources of endangerment of the village (stationary - winter stadium, water treatment plant, mobile - transport), basic principles of operation of fire brigades in case of leakage or finding of dangerous substance, means of individual protection including improvised (respiratory tract and body surface), types and methods of decontamination, organization of decontamination space, basic decontamination techniques for decontamination, risks in decontamination.
CAN:
provide first aid in case of contact with a dangerous substance, mark the area with leakage of a dangerous substance, perform partial tasks in decontamination of persons, animals, equipment (assistance in undressing and dressing, registration of persons, storage of personal belongings of persons).
IS ABLE:
recognize the leakage of a dangerous substance, recognize the impact of persons with a dangerous substance, organize partial activities in the decontamination of persons (registration of persons, storage of contaminated clothing and its marking, issuance of replacement clothing).

KNOWS:
types of floods and their specifics (natural, special, torrential), degrees of flood activity, in the cadastre of their municipality - floodplains of watercourses, - critical points during torrential rains, - potential places limiting the flow of water flows, - places for reading the height of watercourses and frequency of reading reporting profiles, types of flood dikes and principles for their construction (bags), means for building flood dikes (prefabricated walls, bags, sacks), principles for pumping water from buildings, temporary methods of securing the building against water intrusion, principles of flood reporting services, types of dryers and methods of their use.
CAN:
use dryers, fill flood bags and build a flood barrier, use temporary means to secure the building against water intrusion, use temporary means to secure the statics of the building, read the level data from the reporting profile, methods of temporary truss repairs, covering the roof with tarpaulins.
IS ABLE:
remove small obstacles from the watercourse to improve the flow of the watercourse, organize the construction of flood defenses, in cooperation with flood authorities to provide and organize a flood notification service, organize activities related to truss repairs and ensuring the statics of buildings.
